A Senior Advisor to The Scowcroft Group, Melanie Hart provides regulatory analysis and strategic advice to clients on China, with a particular focus on China’s energy markets and Chinese engagement in the Asia Pacific Region. Dr. Hart also serves as the Director for China Policy at the Center for American Progress.
Dr. Hart is a leading expert on U.S. foreign policy toward China and U.S.-China energy cooperation. She also has extensive experience assisting multinational firms with business development and market access in China. Prior to joining The Scowcroft Group, she worked on China business development for a major telecommunications firm and on Chinese ICT policy for the Aspen Institute International Digital Economy Accords Project.
Dr. Hart currently serves on a U.S.-China expert group appointed by the U.S. and Chinese governments to research and guide innovation policy in both nations. She also serves on the board of the American Mandarin Society, a nonprofit organization dedicated to supporting the professional development of current and future stewards of the U.S.-China relationship. She has a Ph.D. in political science from the University of California, San Diego, and a B.A. from Texas A&M University. Dr. Hart studied Chinese at China Foreign Affairs University in Beijing and has worked as a Chinese-English translator for Caijing Magazine.
